Cameroon’s President Paul Biya, now most payed African Leader

Cameroon’s President Paul Biya has earned the crown of the most highly paid African leader;  With an annual salary of $620,976, the Cameroonian leader earns about 10 times more than his Nigerian counterpart, Muhammadu Buhari. 
According to the Business Insider, also making the list are South Africa’s Cyril Ramaphosa, Uganda’s Yoweri Museveni, Zimbabwe’s Emmerson Mnangagwa, Ghana’s Nana Akufo-Addo, and Malawi’s Lazarus Chakwera. 
Is it justifiable that these presidents earn so much, while their countries rely on foreign aid and the majority of their citizens are living in poverty?
